new working practice

my OH works for an Utility company and they have just had their new working practice implemented.
from working 5 days a week with occasional weekend and night working - the company have decided they will work an afternoon shift at least one day a week.
They have always worked an On Call system where a worker can be called out to deal with a customer at any time in a 24 hour cycle.
The company have now given my OH a roster and he has days where he is 8.00 to 4.30 on one week, with one day as 12.00 to 8.00 pm where he is on call.
the next week he is on mainly on 8.00 to 4.00, one day on call
next week he is 8.00 to 3.30 but three days on call.
also they say that if he books a holiday then HE has to arrange cover for his on call days! he previously booked two weeks - but has to re-arrange them as he is on call for three days all weekend of the first week of his holiday!
they also have split his Off days into half days! I find his roster baffling tbh.
can they do this? if they arrange his roster shouldnt they also arrange cover if he is on holiday or sick? the roster looks like they assume ALL the workers will be in work for the next six months. no provision has been made for public holidays or the mens winter leave.
