To be fair the prices are practically the same whereever you go. Apple pretty much have a stranglehold on pricing.
You're probably better off just accepting it and concentrating on finding somewhere with stock if you are just after the 16GB wifi version as that model goes like hot cakes.0 -
Yes it appears to be the case though PC World have a 16GB refurbished iPad 2 for £379, cheapest I've seen. StudentComputers also appear to sell these for £389 (products are new, original box, all the accessories stated, 12 months manufactures warranty) otherwise £399 in most other places. Prices don't appear to be budging either.

I've worked in retail and had to deal with Apple. Apple set the prices, if a retailer sells at a price Apple has not set, the you forfeit the sales agreement and Apple will not sell to you in the future. They also have some other crazy part in the agreement, like if you sell x competitors products or sell competitor products at a discount you also forfeit.
Profit isn't that much on Apple products, 10% would mean your employer or retailer is selling it at a loss. Apple might have a scheme with the NHS like they do with education discounts though, but is only through authorised retailers or online.0
