The recent dramatic decrease in asking prices

This is crucial.
Phase 1: asking prices slashed across the UK (this has been reported)
Phase 2: Prices decline (finally seeing this thanks to nationwide and halifax surveys)
Phase 3: It continues and prices crash again.

Absolutely correct. The decline in prices is 100% due to the surveys themsleves, as you suggest.
