No evidence of tax paid for previous years

Unfortunately my partner did not submit his self assessemnts for a number of years and has recently completed them for previous years (2006 to 2011), however it has come to light that there are earlier years when he did not submit his self assessment form. Although he was self employed tax was deducted from all his previous earnings (prior to and since the period HMRC are saying he has paid no tax) through the construction industry scheme. Unforutnately this was a number of years ago and my partner does not have his SC60s or any other evidence of his earning and tax deductions for this period. HMRC have made a calculation that he did not pay any tax for the period although they should have received quarterly returns from the main contractor which I assume would show the deductions made against his UTR. Can we request this information directly from the tax office?

You can try but they normally refuse. Also they are often just unable to find the records. In these situations I ask the Contractor.

You can write off to HMRC and ask for details for previous years. I'm not sure how long they hold them or the address (it's in Newry) but the CIS helpline should be able to give it to you - 0845 366 7899

However if HMRC have raised determinations for years prior to 2006 then it is unlikely they will accept tax returns for those years.

No he is not cheating the government. He is cheating every single individual taxpayer in the UK who is having to pay more because they don't want to play the game.
