We used to have a mannager who used to tell us you could not use Time Off In Lieu or Flexitime for appointments. So I just did not say what the time was for.

Not unless there is something else legally wrong with it - such as unlawful discrimination. Nothing wrong with terating people differently per se.

Thanks for the confirmation. (I guess that unlawful discrimination would be on the grounds of sex, race or disability only ?).

Although "management discretion" is one of my pet hates as I believe that there should be a clear policy in place, it is frustrating that some employees will make appointments at the beginning or end of the day and offer to make up the time etc. whilst others seemingly book appointments at inconvenient times and would never offer to make up the time and would take great offence if asked to do so.

    .

Mostly, but not necessarily. It is, for example, also unlawful to treat a union rep rdetrimentally because they are a union rep - so refusing union reps time off when everyone else gets it.... There are of course slightly different rules for maternity related appoinments, and time off for appointments might be a reasonable adjustment too. So there is an element of it being the case that everyone will never be always treated the same.
