Credit rating query?

I know the general advice is don't make too many applications for credit or it will have an adverse effect on your credit score but I have just checked via annualcreditreport.co.uk and one of the "bad" things they rate me on is not having enough credit applications!
Can't quite figure it - there is a list of about 7 cc/loans + a mortgage but I have been avoiding making new applications because I knew I would need to apply for 0% cards early this year. Now am hoping that is not going to count against me.
Unfortunately the other thing that is showing as bad is the electoral roll - even though I know we registered with them when we moved here in the summer. I expected it to be updated in October but this doesn't seem to have filtered through. How much of an impact will this have? Am planning to get evidence from the electoral roll office and get this updated on the credit records but this'll take time and I want to do some balance transfers from higher interest cards if I can asap. The post office check is correct for the address so there is evidence we live here!
