I just called a salon in Dundee thinking I would book the facial from my Mum. The lady there said that they had been put on the web list by Murad but that they had not been asked if they would participate, and that they were not part of the promotion. It is a very generous offer- mainly of the beauticians time- so I can see why they wouldn't. But it looks like there may be problems if this is the case elsewhere.
