TDS - Failure to follow process

Hi all, does anyone know if there is any way of addressing TDS issues (aside from addressing through their own internal complaints process where they obviously support their own actions) within the TDS (Tenancy Deposit Scheme) if they fail to follow their own procedures.
i.e. ignoring documents submitted in a dispute which in turn totally favours the outcome for one party or another,
or clearly taking an inconsistent approach to disputed findings i.e. awarding money for two identical scenarios (albeit different items and values), but one to paid to a Tenant and one to a LL....?

Having skimmed through the other thread I can see why this new one was started: OP was not getting the answers he wanted so hopes he'll get different answers this time, by posing the question slightly differently.
Though the facts provided are SO limited here that NO serious response would be possible.
