Remortgaging advice needed

My sister (a single parent) may need to take a year's sabbatical from her job to care for her sick daughter. She is considering remortgaging her house in order to release some equity, which she can then live off whilst she has no income. My question is this: is her mortgage provider likely to allow her to do this if she presents them with all the facts? Or is she better off remortgaging whilst she still has her employment income, and telling them that she wants the capital for e.g. new car, home improvements etc.? If she does that, is she then under an obligation to tell them when her employment income ceases? Unfortunately I don't have the details of her mortgage - she bought her house 6 years ago and the mortgage I think is a simple repayment mortgage.
If anyone works in the industry/has experience of this issue and could help me, I'd be very grateful.

    Some more financial information would be useful. In order that all options could be explored. As on the face of it this proposal is fraught with risk.
