I was looking for SIPP providers last year and managed to get myself on a mailing list of 360invest, who often send me emails like this one:

They have worded it carefully by putting "growth" and "guaranteed" in the same sentence, when the growth almost certainly isn't guaranteed.
I have no intention of investing with them, but I'm sure forum members will have a view on this form or marketing and investment!

I cannot see this crowd in the FSA regulated firm list.

This smells so 'high', that I would expect them to be in the headlines before too long in the worst possible way.0 -
If you don't have to pay out you can advertise whatever returns you like. Pensions are really good for that because everyone knows that you can't take money out until you're 55, so all that's necessary to look good is keep good records of reported gains.0
