You might have to look at things in the different way then. Ask yourself the following questions.
If your neighbours rent, are they violating any terms of their rental agreement? Is the landlord aware of these issues?
You don't have to directly involve the police. Obviously I don't know the details, but if there is disruption involved there are a number of things you can do....
Keep a log of all issues in date order and make recordings if it will improve your case. Go to your local council who can give you a guide of what is acceptable and what is not. If they are making your life as bad as things sound there's always a way to get things done.0 -

Leewigan - sorry, I'm not explaining myself very well here. The problem that affects me is not a problem that is likely to affect anyone else. It's a pretty specif problem that I have, for example, it won't even affect my partner! Again, sorry for being cryptic but it's not a problem I want to put on here. So going to the police is not an option, there is no reason for me to go to the police.
Djj - you've confused me a bit there, I can guarentee that the problem I'm having is one that, other than my family, no one will no about so what you've said doesn't really make much sense to me. Although I'm curious to know what I'm missing here so feel free to pm me with more info if it's relevant0 -

Fair enough - Just had to make some assumptions but obviously that's not an option for you. Sounds like a bit of a mess and not one you're going to solve very easily.
I hope things work out for you0
