Council Tax - Garage included?

Apologies in advance, for what appears to be a relatively simple question.

I unsuccessfully appealed my Banding. When the VOA gave their response they referenced a property about a mile away, stating it is of a similiar size and specification (160m2).

This is where I am confused. My property is less than 140m2, so I am at a loss as to how it can be comparable with something at 160m2, unless they have added in the detatched garage area. This still wouldn't bump it up an additional 20m2.

The VOA use external measurements for calculating areas of houses and bungalows for CT purposes, areas of garages are excluded. 140 sq m may be the internal area. You can always ask them to check the measurements of your home.
