As a former bailiff, I've written a guide to your rights and what they might do for council tax recovery on the site. It's available here.
You've received good advice, but I want to clear up a couple of points - They will attempt to gain peaceable entry to levy on goods (levy essentially means seize, but leave in your care as security against the debt being paid). This allows them to charge more fees and to take the stuff they have a levy against in the event that your payments are late. So... NEVER LET THEM IN.
However, peaceable entry isn't limited to you letting them in, peaceable entry means walking in through an unlocked door or open window regardless of whether or not you give them permission to do so. Be aware of this.
As Hallowitch notes, they claim that they 'need' to come to your house not because they have a legal requirement to do so, but because they want to levy against your property as security for the debt. This does nothing to help you and everything to help them.If you don't stand for something, you'll fall for anything0 -

Thanks for all the advice, I panicked a bit and called her and re-arranged to meet next Tuesday to give me some time to try and contact the council and see if they can set up a payment plan, i am now worried that they wont and these people will keep coming back and harrassing me at my door

I have no problem paying but i cant afford big lump sums and i dont want intimidated on my doorstep in front of my neighbours. If I spoke to them over the phone again and arranged a plan that way would it help?
Im honestly just about to have a breakdown with debts
I'm about 6 grand in debt to other places too and im taking out mini-loans to pay other loans and its just 1 thing after another, I would give anything to have just to be paying 1 outgoing a month but nobody will give me a big enough loan to pay off the lot.
