More tax man meaningless mnemonics

Hi tax specialists,
I have received a reply from HMRC (wow), it contains the mnemonic "CAR".
In an effort to understand what is involved, I have searched the HMRC site and got 6 screens filled with matches. Like the queries on this forum, there are lots and lots of references to a rectilinear steel box, with a wheel at each corner.
I think I have managed to discover that a "CAR" is coupled with a "CAAT" ?!?.
Can someone decode this stuff and explain the meaning, using my mother tongue.

Thanks that sort of makes sense.
This is the second time that an HMRC clerk has failed to follow the procedure in his own instruction manual.
Seems there is a CAR department in Edinburgh, Nottingham & Truro.
Anyone know what PD1 means?0 -

Public Department 1 ?
Edit : as in the tax district that deals with 'important people' such as MPs, judges etc.0 -
PD1 is also where the staff of HMRC etc have their tax affairs dealt with.0
