Riverbank ladder

I am looking for something to help me climb up a riverbank (flood defence) at the bottom of my garden.
I have seen available a flexible bank ladder which is basically a rubber mat with rubber rungs attached, that pegs at the top of the bank and rolls down and would be ideal - except for the cost (approx £500)
For enviroment agency rules it can not be considered a permanent fixture or damage the bank, so wondered if anyone had any ideas or use something similar themselves.
DH is quite handy and if we could find the rungs seperately we could attach to a rubber mat ourselves, but have had no luck in finding rubber ladder rungs anywhere to buy seperately.
