I wouldn't think anyone would shout at you - 2 is a sensible number since you have 2 daughters who need one! I think the only people who need shouting at are those who order lots, so that noone else can order just 1 or 2.

Absolutely, I live in a v dodgy area (cheap housing, unfortunately) and I rarely leave the house tbh as I just don't feel safe so this would be very welcome.
