Philips bailiffs

I am having issues with philips bailifss i have fiollowed the steps previously advised and hopefully it will help. But most of all I am getting anxious and annoyed because everyday Philips ring me and as soon as i answer they hang up without saying anything.

Is there any governing bosy i can complain to about this?
