Bailiff Advice for Friend

Sorry if this is in the wrong area, I am asking this question for a friend after just witnessing a truly awful situation about 1 hour ago.
I had just been to visit my friend for a coffee on my way home from teaching guitar to a pupil, during the coffee there was a knock on the door, her partner answered and this massive guy with tattoos and arms the size of tree trunks burst passed him, saying he was there to collect a £500 fine for a unpaid parking ticket, her partner said to the brute that he can't just burst in, he was totally rude and explained he was there to take anything he thought would be worth money to cover the debt,then another large man very menacing came into the front door and proceeded to act aggressive to the partner saying they have a warrant, her partner very calmly explained they needed to contact the council to find out what was going on, while my friend went upstairs to phone the council, one of the men telephoned the police saying that e was just threatened by the partner, I couldn't believe what I was seeing, the partner did nothing at all except block the men from entering any further, the partner told me to go and said they would ring me later and let me know what had happened, as I proceeded to leave with my guitar that I use for teaching, the man told I couldn't take my guitar unless I had a receipt to show it was mine, oh my god what was happening here !! in the meantime my friends x partner had turned up and paid the outstanding debt with his credit card, but this has left my friend her partner and myself visibly shaken and disturbed, I could not believe what i was witnessing, I know nothing about debt and bailiffs so would anyone know if this was illegal, I mean just to behave like they did also I could have lost my property by just having a coffee, any help I could pass on to my friend would be grateful, can she complain about her treatment??:(

You all need to contact the bailiffadviceline - it is a premium cost but they know their business.
They are allow peaceful entry but this is not peaceful entry and they have to provide proper ID and documentation. Sounds like this is missing. Go over tot he parkign section here if they did not get a changce to pay this fine properly.If you've have not made a mistake, you've made nothing0
