Help needed please

Rite here it goes
My brother has built up alot of debts while he was living in his own place (now moved out) council tax,rent,parking fines etc etc, the problem is my parents are now getting all of his debts coming to there house, my mum lost her mum a few weeks ago and is so upset and depressed understandably that this is making her ill, today she had baliffs turn up on her doorstep while we was out she contacted them as soon as she arrived home and explained that he dosent live there and hasent for a long time (we currently dont know where he is as all of this has caused a huge family row)
But they dont care and said they are coming back on Monday to seize goods, she is petrified she has always paid her bills NEVER been in debt etc.
Can they do this?? how do we prove he dosent live there??
Any help really needed as i dont know how to help her, i am her daughter by the way and again never been in debt, always pay my bills but my brother dosent give a damn, i am so so so cross with him that he is putting her through this how dare he.
anybody know where we can go for some advice as we dont know where we stand.

I'm sure someone will be along in a bit who knows more than me but if bailiffs do turn up on Monday, DON'T open the door. Speak to them through an open window (upstairs one!) or the letterbox. They can't seize goods if they can't get in! They are not allowed to break in, just make sure all the doors and windows are shut/locked.
Are the bailiffs for the council tax or for the other debts? Are they proper bailfiffs that are threatening to come or just debt collectors do you know?

they cant take your mums stuff end of its not her debt so tell them to do one if they dont listen call the police i would. they are harrasing her and using bullying tactics.Mum 30k/29000

Yes she has spoken to them and explained that he has gone but they r not listening to her, they are def using the bullying route and can obv hear in her voice that she is frightened so r taking full advantage of it, have told her not to let them in, she is at work on Monday anyway so noone will be there to answer the door.
Is there anyway of telling all of these companys that are after him that he does not live there, she sends back alot of the letters with not at this address on but has started opening them to see what they are as she is getting so many now.0 -
They can't take your Mum's stuff for your bro's debts.
When they telephone your mum needs to ask exactly who they are and what their organisation is. She then needs to say that your bro does not live there and that they need to stop contacting her. Then she needs to hang up the phone or close the door.
She does not have to prove that he isn't there - when I was asked to prove that Mr X no longer lived at my house I told them that was ridiculous and invited them to sit at my garden gate for a week and see if he came up the path!
They have no legal right to go into someone else's house, nor to take someone else's stuff.
If they do not stop contacting her she should find out whether she can report them to the Police for harassment, or to the Information Commissioner for telling your Mum all about the bro's debts. I am sure someone can advise.
We had baliffs chase our house coz the people who used to live here ran up loads of debt. We told them to leave us alone - wrote and faxed letters to some baliffs and just kept the house locked when we were out. It stopped eventually but took a long time.Debt at highest: £8k.
