Settlement amounts

Hi

Help, I am trying to negotiate a reduced settlement amount to pay off my mums debts for her as she cannot cop

So i received the following from one of her credit card companies, is this legal and binding?

in relation to our recent conversation regarding the above account, I can confirm we will accept £1680.00 as a full and final settlement of the above account.

This payment will need to be made no later than 5pm 18th August 2011 by credit or debit card. Once this has been received we will close the account as settled
