JSA work program

Quick question.
Been on JSA after he spent 20 years looking after severely disabled daughter. DLA at appeal stage (see they are keeping up with the recent norm) He had his 8 week run on of income support and has been claiming JSA since July 1st this year. Obviously still cares for daughter but has a jobs worth git as his advisor who told him in no uncertain terms that obvioulsy his daughter is not disabled or she would be getting DLA. Has had to go into the JSA local office at least twice a week since claiming and is next week being put on a works program?(think thats what its called). He has put a complaint in about advisors attitude, who's manager will sit in on the next interview, obviously advisor will be nice and do every thing right. He is hoping to change his advisor because he has the attitude...i have a job so i'm better than you, not good considering he is an advisor.
How can he care for his daughter and still fulfill the JSA criteria, because DLA said she doesn't need care and because she doesn[t self harm, (Fuming about this but that is another story)they both wish she enjoyed a fulfilling life instead of just an existence. What can be done....Any help as always greatly appreciated.

only thing he can do is look for part time work 16 hours,my old adviser was the same but a woman,you get some good ones and bad ones,mine called me a liar when i showed her my job diary,said i had not applied for any job which i had,and always raised her voice to me,i reported her to job centre.
told my adviser i wanted to change as she was useless,she said i had to wright to head office which i did, still they would not let me change advisers,0 -
95% of the so called advisors are wish is could type what i wanted but lets be nice they treat everyone in the same manner, something that would wipe of the bottom of their shoe, that goes for the managers aswell. I applied for a job with tesco's on march 14 for a driving job, i put it down on my form, tuesday morning i recieved a letter telling me i didnt get it, as i had to go to the jobcentre i took said letter with me as proof that i applied. The advisor told me in 1 she was stopping my benefits for not applying for ANY jobs in the previous 2 weeks, and that I didnt apply for the tesco's job the day before because it was TOO QUICK for the reply and I must have applied for that job at least 2 weeks before hand. Anyway i appealed against the decision, of course i lost, appealed again, lost and then it went to the tribual and lost a third time. but on my appeals papers it said they contacted tescos and they confirmed that i did indeed apply on the monday.
according to the judge who did the tribual he doesnt get paid by either the jobcentre or benefits agency so i got a question who does pay him.
pretty much as far as they are concerned they are saving the government money by stopping peoples benefits, but they are not, due to the cost thats paid out to the appeals people and judges. I'm just waiting for the government to bring out the new 3 year sanctions and the ability to appeal removed in 2012, especially if the advisors arent given better rules for what they can and cant do. Mind you when the above is brought out I also see the crime rate in the UK rising especially in assaults on jobcentre staff. one of the key fact of the sanctions should not be didnt apply for enough jobs, considering this countries current lack of jobs.0
