Completly different ebay item sent

I bought an item form ebay last week. The item I was expecting would have needed at least an A4 size envelope.
When it arrived today I was supposed to sign for it but our postman just posted it. I can only assume he signed for it! Had I seen the packet ( a small 5" x 6")I would have known that it couldn't possibly be what I ordered and refused it. I ordered a cricuit cartridge and what I got in return was an sd card. I know my seller sold at least 102 "cricuit cartridges". There are already comments on craft websites about this seller
This is the first time I have bought from ebay and it is going to be a big learning curve!
This seller also had loads of electrical items for sale. His feedback has now been made private. I have raised a dispute with ebay and also contacted paypal, but I've noticed another seller selling exactly the same things from Hong Kong and all his items finish within minutes of each other.
I believe this is fraud on a big scale but what can be done to stop it.
Is there any way you can report your suspicions. Some people are going to be losing an awful lot of money.

Report him to eBay and open a Item Not As Described file with Paypal.0

He has good feedback so could it just a packing mistake? Did you try to contact him to give him a chance to sort it out? He has sold 24 of these - if he sends the wrong item to everyone I'm sure he would have lots more negative feedback. The item arrived in just 5 days so that part of his service is good.
I would try emailing him to see what his response is.

He did have good feed back, but he'd only sold items that cost pennies.
I know he's not made a mistake as several people have also had the same problem. One person got some kind of scart lead, another got an sd card like I did, and a couple of others had phone charms. We should have been sent a cartridge.
He has already got negative feed back he has dropped from 100% to 93% in one day! and made his feed back private. He was not selling sd cards when I bought my cartridge.0 -

I went to the post office yesterday at 10.30 am and told them neither of us signed for the parcel. I think the post man was still doing his round.
I was told a manager would phone us but it would now be Monday0 -
Surely an item not as described case would be in order here? Ok so you will have to pay to return it tracked but you will get a refund?2 angels in heaven :A0

I hope so but its got to go back to Hong Kong tracked it will probably cost more to send back. Do they refund the postage?0
