Will banks change there rate for you?

Might be a daft question, infact, probably is....But - If you are with a bank and want to change to a different mortgage, do they ever offer you better than there advertised rate to keep you from going to a rival?
For example, have a flexible rate (Currently 5.49%), want to move to Fixed - Banks best rate is 5.39%. Have seen 4.95% and 5.19 elsewhere.

yep i know, wnated to charge me 275quid for changing money and 75 quid if i wanted to change from interest only to repayment, and said the rates they give are the best available, i even said if i was to go elsewhere could they improve there rate, fat chance!!! hence i am looking elsewhere!!0
