Understanding debt and debt collection agencies - please help

It appears my 19 year old DS, who lives at home, has got himself into debt. Today my OH took a call from a debt collecting agency - Regal? - asking to speak to DS and saying that if he didn't call them by 2030 this evening 'further action' would be taken.
We've spoken to DS who says they are chasing him for money his car insurance company claim he owes as they have not been able to close the case from an accident last year when another driver ran into his car. He says they are asking for £750. He has done everything the car insurance company asked of him, albeit slowly :mad:, including completing loads of forms about the accident but as they haven't yet closed the case, he has to pay up. They say it will be refunded to him once the other drivers insurance pay up but for now he has to pay. He doesn't have this money.
Now, I'm not blind to the fact that DS may be lying throught his teeth, although, in his defence, his story does seem to fit what we know.
The thing is, OH and I know nothing about debt collection agencies. What is likely to happen next if DS is unable to pay? OH is getting himself in a state, imagining baliffs turning up and taking our stuff to cover DS debt. Can this happen?

Oh sorry, you said it.
You won't get any bailiffs unless they get a ccj which is then defaulted and they would have to enforce and they can't take YOUR belongings in lou of HIS debt anyway.
