Length of time from receiving default notice to it appearing on credit file

I'm having an ongoing dispute with Cabot regarding an unsubstantiated default on my credit file. At the weekend they send me an alleged copy of my default notice. I noticed two potential problems with it, if I am correct.
1. It says the reason for the default is because I am in arrears with my account and the sum it asks me to pay, rather than being an amount that could be equal to a couple of months payments is in fact the full balance.
2. It's dated start of March but the default did not appear on my credit file to the last day on November, I'm sure I read somewhere that there is a minimum and maximum amount of time that they can do actually add the info to your credit file stating you're defaulted once the default has been issued by letter.
If any of this is correct could someone point me to some regulations as I'm going to phone the ICO today and I know they'll expect me to do their job again.
