what is best rate for buying a house worth £325K?

they are 2 pensioners with a bit of private pension and their current property is all paid off and worth about £295K. they would like to rent this out to buy another property at £325 K on a repayment mortgage. they think they can retn out at about £1700 per month. what mortgage should they go for. What is the best rate including all costs such as arrangemetns etc (APR?). thanks in advance
