Newbe wanting tax advice

Hi all,
Any advice would be greatly appreciated.
I am self employed but took some employed work during hard times where I was rightly emergency taxed.
Only the boss wasn't paying my tax correctly, if at all. I didn't know this until I received a tax bill for £2973
As I am self employed and too honest I declared all my self employed work and employed work to my accountant and the inland revenue previously to this.
This year I have spent all my time working to pay the "extra" tax bill I received. As I'm self employed it came back on me. I have paid £3000 so far and will probably have to pay a further £1500 to be square again. As I couldn't pay it in one lump sum after paying my own tax, I've been fined with interest on.
I have complained bitterly to the inland revenue, supplied evidence against the boss and followed all the procedures. But nothing seems to be done about him!! It just seems to fall nicely back to me whatever happens.
I think this is most unfair and do not know what will happen next year as I'm not saving anything for this years tax as I'm in effect paying my tax twice over.
I know I am not the only member of staff he has done this to, and some including myself have left his employment on bad terms as you can imagine. Again there is more than me complaining but he seems to getting away with it.
I looked online to see if I could get a Inland Revenue template to use to send to him so he at least knows, but to no avail.
Can anyone give me some advice as to A pay off the inland revenue quicker and B feel like some justice has been done so this fella doesn't continuely rip people off like this??
