Final stage to being debt free, but would like some advice

After close to 10 years of being constantly in debt I am now just 2 years away (possibly one) from being totally debt free.
This year has been my best yet, after trying to get a consolidation loan a year or so ago and failing, I just buckled down, worked hard (poor health in the past has cost me jobs) and put as much money away to clear my outstanding debts and bought only what was neccesary.
Come the 1st of September I will have finished paying off a 5 year loan which sets me back just over £350 a month and that will then go to clearing my last credit card which, though not used stands at £10000. So I'll then be paying £500 a month to clear that hopefully within 2 years, though possibly 1, as I have an endowment policy that pays out next July (have been so tempted in the past to cash that in, but would have lost thousands).
My CC is Barclaycard and has an APR of 22% and would really like to transfer the lot to a 0% offer or possibly a loan with my bank and still aim to clear within 2 years. However I'm worried that as soon as I make an application I'll get rejected as in the past because of lack of affordability. Although I can easily afford the amount (it's what I currently pay) the companies always have to take into account my mortgage. My wife and I have separate accounts but the mortgage is in joint names, but she pays it and I pay the other out goings, but the banks don't take this into consideration, as they say that if she were unable to pay for whatever reason, then I'd have to take over, we've managed fine for 20 years but there is no flexibility with them.
So going on the past refusals do you think I'm likely to be refused again?
I've never missed any payments,never go overdrawn.
Also should I try now (if its worthwhile) or wait until the last payment has been made on the loan in September?

    I would wait until you have made the last payment on the loan and check that it is shown as paid in full on your credit files before trying to get a 0% card. At the moment, as you say, they will say you can't afford the higher payment.

    Even with the loan paid off there is no guarantee that you will be able to get a 0% card but I think you will probably be in a better position if the loan is completed.

    Just wanted to say well done, you've done fantastically.

    I'd be tempted to clear the loan first as well.
