capquest & thames water

So our property is split into 2 flats - 30a & 30b (according to ll & la), 30a & 30a 2nd floor flat according to CT but most just see it as 30a.
Anyways twice now I have set up an account with Thames Water, we moved in in Feb 2011. Both times I have had emails saying:
"Thank you for email of xxx informing us about move into the above property.
We can confirm that we now have/only have* 30a 2nd floor flat xxxx registered on our records." *depending on which email you read.
They go on to ask about the convertions, questions we know nothing about. I inform them of this. We hear nothing, reason why I set up everything again.
Anyways the downstairs lady moved out in April. Any letters not address to us we returned to sender. New guy has moved in downstairs.
So today we get a letter addressed Sir/Madam 30a xxxx. I open it and it's from Capquest on behalf of Thames Water for the amount of £450.30. Goes on to talk about legal proceedings underway, no CCJ's found. Tries scaring us with credit rating crap and say they need payment before 15 August 2011.
Do I just ignore it? It's not addressed to anyone & includes no dates so they can't ccj an unknown!
Should I contact Thames Water about my account?
I'm sure the cost per year is £200 something.

There is no account number just a reference. No water rates demand not in our names anyways.
No clue of name of lady that moved out as letters are coming for various people still.0 -

Could it be for the quys who used to live in my flat?
I have the name of the two guys linked to this address (30a) on my credit report (checkmyfile)0 -
Well it def isn't for us so if it comes to it I'll produce my tenancy agreement as prove of when we moved in.0
