Blocked Drain in Alley Way

Hi all,

The drain at the end of the alley way out the back of our house is completely blocked - brown mud right up to the grating! This is cause a pool of water when it rains and as we are the second to end house, we constantly have to step over it every time we go out the back.

I tried locating a number on the council web site to get someone out to look at it but couldn't find one. I then called them and was passed around numerous departments and no one knew who would be responsible for coming out to fix the problem.

Has anyone any ideas about who I would need to get in touch with. This is not a drain on my property, as I said it is the drain that runs along the alley that the house backs onto.
