Sheriff Officers and Council Tax

The old story, got into debt but getting out of it. Ive been rather spectacularly hiding my head in the sand when it comes to the council tax now but have had my wake up call.
Came home the other day to find a letter from Sherrif officers (Im in Scotland) A 'Charge for payment of money'
Says a Summary Warrant was granted in May 2011 for £1100 council tax. Enclosed with it was a Debt Advice and Information Package booklet which I believe theyre forced to issue.
The letter is as youd expect quite scary, threats of bankrupcy, arrestment of wages, attachment and auction of goods.
I have a letter drafted to them, explaining that I would like to make arrangements to get my debt sorted out, and its going in the post first class tomorrow. Do these people usually accept offers you make regarding repayment and not take further legal action or will they plough on regardless? Im also worried sick theyll turn up at my door again.
Is there any further action they can, or are likely to take in the short term. Im going away on Sunday for 4 days up north (at someone elses expense, Im not frittering money away honest) Im terrified I come home and theres a big car shaped space where my car should be. My cars parked in a communal car park, and although the parking bays have flat numbers on them, for one thing you cant see that when the cars parked but to be honest people are forever parking in the wrong place. I take it they need to go down a further route before they could even attempt to do anything with my car - which is quite honestly my only asset.

Edit: Oh I really should calm down to a riot shouldnt I just read it again (for the 20th time) and for the first time notice it says I have 14 days from date of the letter (July 28th) so I guess Im ok for another week or so...

Oh and with regards to my car. Do they have any means of finding out which car, if any belongs to me? LIke I said the car parking in the car park here is some what erratic at times.0
