In Cardiff, I don't know about other areas, you can ask the dog warden for a voucher and have your dog neutered at no cost. Mine is being done as we speak (sorry Spike).
You can also have them microchipped for free at the Cardiff pound on Penarth Road :beer:

Well here in England (Manchester) You have to be dependant on benifits to even get a discount,
Though to be honest I would rather take them the the vets I know and trust0 -
I think I read somewhere that South Wales has a dog problem, a lot of dogs get brought over from Ireland and dumped? Anyway, that may be the reason but I think its a good idea.
