Delays in getting back pay - now a year due

I seem to be having a lot of problems recently....anyway.

My employer, (local government - everyone shout BOO!), owes me a years back pay following a regrade of my job role (This was confirmed in March this year). I keep getting told that I will get it in next month's pay, but it never happens. I phoned HR the other day and they told me that they weren't aware of my regrade (despite the fact that I have a letter from them confirming it).

Apparently, I may be getting a cheque soon for some of the money, but I'm not holding my breath. I've contacted my hopeless union which has sent a letter so strongly worded that my employer has seemingly ignored it, and have been told that it may be 3 months before it can get to a tribunal.

Is there anything I can (Legally) do to force my employer to pay me that will be effective and quick?

    I have to tried to speak directly with one of the principal officers or head of department ?
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    When my daughter (who works for an agency) didn't receive pay for a short shift that she worked, she pointed out that it is illegal to withhold pay for work that has been done, except for a few excceptions that did not apply to her (such as repaying a company loan). She said that if she didn't receive the money owed, she would have to take advice from her union. The money appeared in the following month's pay. Incidentally, she wasn't a member of a union at the time, but joined Unison soon afterwards.

    Have already been to the union who have done nothing but write a letter to my employer which seems to have been ignored.

    Can I take legal action without going to a tribunal? I'd hope the threat will be enough
