In this case, I think it would be OK for you to have a word with the person. Perhaps point out that you will let it go this time, but it cost the firm xyz-amount of money, and please be more careful next time.

What you suggest about the handbook, etc. sounds exactly right.

if you are thinking about charging the employee re. this does it also work the other way around?

ie. if they happened to save or make the company £x amount, would you pay that out to them likewise?
