but what if the companies are small and don't have HR departments?
my last job failed and got taken over by someone else ... apparently no records were kept so the company is the same in name only but that's it (I have little contact with a ex colleague and they can't get a reference either) and my current job has one other person working here and the boss is usually drunk (not exaggerating!!! I've had to pick them off the floor a few times) and they wont give me a reference for the four/half years work... so I have no references for the last 6 years!

I have always put the HR department as reference as me and my ex manager never got on and i know he'd be a right prat if i gave them his name as a reference.0

All a reference is just really to confirm work dates, and an employer can decline to offer one.
Send it to HR.
In relation to not getting on with someone - an employer can't really give a "bad" reference, or it isn't in their interests to do so.

a bad reference can be given as long as its true which has been discussed on here many times.0 -
