It's called TVP and to be honest I have never seen it in Tesco, I always buy mine from the local health food store. Basically it's dehydrated soya mince, you can buy flavoured or unflavoured. The unflavoured is cheaper and tastes just the same when reconstituted with stock. If you're not a veggie but just want a cheaper alternative then I would half and half it with real mince for a meatier taste.

I don't know what it's called in Tesco but when I buy it in Sainsburys it with the dried peas, lentils etc.

Textured Vegetable Protein (TVP). You can get it in Holland and Barratt in chunks or shredded to make mince etc. Yes it is fat free, it's all protein made from soya beans, it's what you add to it that will increase the calorie content.

Just had a look on Tesco website and they do sell it in bags, Tesco Wholefood Soya Mince it is called, in a 375g bag for 99p on Pulse/Cereal Shelf. It'll be where the cous cous, broth mix, lentils and beans are.
