Accountancy Preparation Fees

Hi there
I'm unsure where we stand with this. My partner has been self employed for many years and he used one accountancy firm (*)between 2005-2009. After that he changed firms. He made no request to use (*) for the following tax year, however they presumed he would and are now charging him for preparation fees in excess of £250. He can not find any contractual documents, we have requested these along with T&Cs from firm but have had nothing back except another invoice with interest!
I do not want to keep ignoring it if we are obliged to pay, however I am unsure if we should and we can not seem to get a clear answer from the firm (whos director happens to be away from his desk every time we call and no one else can help!)
