Good but assumed bad!

My fiance split from an ex partner in 1998 and was unfortunately left with some debts incurred. Due to the circumstances at the time he was left to pay these as well as moving home etc so some payments were made late. All payments had been cleared by 2000 and although no CCJs were gained late payments and 2 defaults were unavoidable. All creditors were fully informed from the situation from day one but the history impacted his credit file. He continually updated his files with Experian and Equifax with Notice of Corrections.
Unable to get any form of credit during the statutory six year period of history he rarely applied for anything other than a bank account and a car on one of those ridiculously high APR companies (this has all been paid off). Other than a mobile phone and high APR/low credit limit credit card with Capital One there is nothing on his file and all previous detrimental info as above was removed last year.
The problem we have is that anything he applies for gets turned down and as usual creditors will not give a reason why other than apply for your credit file. When this is done there is nothing detrimental so it's a viscious circle with gets him down. He earns nearly 20k and always pays ontime but unfortunately most things cannot go in his name. We have lived together for a year in my home which I have owned with a mortgage for 9 years and are now looking to move but we need to combine our income to acheive this.
Does anyone have any ideas to which way to turn as we don't wish to contact a 'bad debtor' mortgage lender but are worried that a normal lender will treat him as above. Obviously we don't wish to leave searches on our file so need to make the right decision the first time. Any ideas?

Have you applied to any mortgage lenders?
Do you have an up to date copy of his credit file? Are there late payments?
I'm not sure why he cant have anything in his name? Late payments and defaults dont normally stop you from having things in your name - bankruptcy does.
Your best bet will be to get an up to date copy of your credit file and show this to a fee free whole of market mortgage adviser. Based on that information, they will show you various options that could be good for you
