Well if you turned it on before you were at work you'd be using the companies equipment in your own time which seems a bit dodgy IMO.
There are all sorts of potential problems caused by using work equipment in your own time. What if it gave you an electric shock or you broke it in some way, before you officially started work? Would it be covered on the companies insurance?
Where I work we don't have set start/finish times and no-one works only their contracted hours, so it doesn't matter when we start using the PCs - when we get to our desks that counts as starting work. But if you had a set start time I wouldn't have thought you should be using equipment belonging to the company before that, or after your finish time.0 -

are you serious? If my time was 9am and the PC had to be on and up and running by that time as they see the time you log in you are suggesting you wouldn't or shouldn't turn it on till dead on 9am?
You are not 'using' the equipment in your own time as it has to be switched on my someone before your time starts.
Insurance? I am sure you are covered if in the building0
