Did the OR mess up?

ok i've been puzzleing over this for a while and i dont want to hijack someone elses thread by posting this in there and if its irelevant it will just drop off the bottom - so long as no-one replies.

my case

went BR 02/07, (50k)
OR started IPA process 07/07 made voluntry payments from 10/07, AD 02/08 signed IPA 04/08 (OR changed date to 02/08)
sent cheques till 08/08 (total @2k)

OR was informed i was coming to the end of my contract in 08/08 so would receive a lump sum (30k)then need to find work (ex HM Forces) i was informed by him that i could keep the money as they couldn't claim against it.

I've never misled the OR so how come i only paid an IPA for 10 months is it right that the IPA was only valid for that employment and as i changed jobs after the AD they couldn't enforce an new IPA. Is that not a loop or technicality others could use to cancel IPA's.

I'd just like to know if i've done something wrong.
