Debenhams,House of Fraser do evening cocktail dresses. There is a shop on the Ormeau Road Evelyn Brandt which does them as well. Or try the charity shops they always have this style in the window displays.

If she's young (like 20-something) she'll be able to get away with something from the cheaper stores, but if she's older it's better to go more up-market.
