Westcot and Lowells

Hi all. Want to keep this simple. I have Lowells and Westcot chasing me for months now. Lowells is for Natwest at about £1500 and Westcot is for O2 for £70 which i am POSITIVE i paid years ago. I sent off the request for CCA on the 8th of July 2011 to both. Today received a reply from Westcot saying;
'These sections of the CCA do not apply to this account. This is because the Consumer Credit Order 1989, Article 3(1) (a) which is set out that the consumer credit act shall not apply to a running-account credit agreement where the whole amount of the credit for a period is repayable in a single payment. In your case, you have to make a monthly payment for the whole of the charges incurred in the preceding period. This is not; therefore, a CCA regulated agreement. In the circumstances, your payment of £1 payment is being returned with theis letter.
We are not aware of a dispute on this account or any other reason why you should not pay this debt and therfore you should contact us to arrange payment, If we do not hear form you within 14 days, the account will be referred for further recovery action'
Anyone want to put that into english for me???????? I asked them previous to send me a copy of the bill which they said they didnt have but i could access it online. I said i didnt have internet access, they said that was my problem and still wouldnt send me a copy of the bill?????

CCA is only relevent for Credit cards, loans and catalogues. It does not apply to phone accounts or bank accounts or debit cards.

I had the O2 Contract when i lived in ireland which is nearly 2 years ago and i paid and cancelled all my contracts before i left. Could i send them a 'prove it' letter that i've seen people talk about on here? Thank you for your reply0

The Lowells debt from Natwest is from when i was a student which is 5 years ago but i have made a £60 payment grrrr when they chased me this year so pretty sure i've reset the 6 years thing by doing that0
