Claiming JSA after education

My partner has just finished a year long college course and has tried to claim JSA while she is looking for a job.

Her claim has been rejected, she phoned up and asked why and they said you can't claim after leaving education. She is 25 years old.

Does anyone know if this is correct or what she can do?

    Has she been refused just because she's come straight from education or is it because your income is too high for JSA (income based) and she doesn't qualify for JSA contribution based as she hasn't paid enough N.I. contributions?

    When did her course officially finish? You can normally not get JSA until the official end of the academic year rather than just after your exams have finish.
