Cost of living increase

Hi
I work for a private company and everyone is getting a cost of living allowance except my department . The reason we have been given is that we work in sales and earn commission . We have been enjoying a heathy commission because we have been achieveing our target , However i have just find out another department who is lick to commsion is getting a pay rise because they havent been doing well . I think we are being penalise for doing well and do feel like its a discrimation . Does anyone know if Legally I am correct ?
Its not just a money issue just also the principal

3 year pay-freeze for me, plus increase in rent/life generally and IVA company not willing to reduce payments.
I'm sorry for what has happened to you and your colleagues, Kamila - I can well understand why you are feeling disgruntled, especially as you are achieving your targets. Are any of you in a Union?
