Morrison's not-so-special offer !

Last week my wife bought a pack of three cakes in our local Morrisons. Normal price is 95p - big sticker on pack "3 for the price of 2". Good value, good cakes !
I decided to get some more of these a few days later. Find packs of cakes with big labels now saying - "Special Offer"
BUT there are only 2 cakes in the pack now !
Is this a precursor to jacking the price up when the "Special Offer" ends ?

No it just means the offer has changed on the new stock.0

If you're talking about the pastries, the current offer is 2 packs for £1.50, and that's what the "special offer" stickers refer to.
