Cakes - Only want to dip my toes !!!!

Hi all,
I'm sure there are lots of similar threads already, so please excuse me if i'm boring ya:rotfl:.
I've been baking from home for several years, making cakes for family and friends and also as part of my children's pta, lots for school, both selling for fundraising and also as a stall holder on a recent fundraising event.
I already work part-time in an office and i'm not sure if i want to take things further with the cakes, i'd love to be able to travel around the various school fetes & fairs and maybe even farmers markets (even though it scares the hell out of me) in my area if i choose to, (it would always be a hobby rather than a financial reliance )
I've spoken with environmental health in my area about having my kitchen checked a few months ago and they mentioned as i only make cakes with non cream based fillings and the frequency with which i would bake i would be at the end of their priority list should i choose to go ahead.
My concerns at the moment are:
Public liability insurance?
Do i have to register as a business to sell my cakes, and does registering as a business mean i have to register a business name etc
Tax - i know nothing, which again seriously scares me!!
As i live in a housing association property can i register a business from my address?
Mainly i'm thinking if i have to pay out heaps on insurance, tax and an accountant, is it really worth it??
