NVQ 2 problems re finance

Hi
Daughter has successfully completed NVQ2 in hairdressing/Barbering but does not want to do the NVQ3
instead she wants to do another NVQ2 in makeup to make herself more employable (hopefully) another string to her bow so to speak.
She has been told that she will have to pay for the NVQ2 some £900 pa!
As she is not progressing (?) to NVQ3 in hairdressing
she is just 18 and all I can find is pay if your 19 but even that is not cleat, seems odd that having got the equivalent of 5 GCSE's she wants to do some more and we are penalised
can anyone explain or tell me different please

Certainly all full time education (regardless of level) used to be free for under 19s but perhaps there've been some recent changes?
Personally, I think she'd be better to get the higher level in Hairdressing rather than branch out but it's obviously her choice.0 -
She'd be better getting the level 3 and go back at a later date to do the make-up when she's mastered the hairdressing/barbery. Better to be really good at one thing than just ok in 2 in my view;)Be Alert..........Britain needs lerts.0

Ah but she has done more than she needs for the level 2 and what is available at level 3 she has learnt herself, I know she is my daughter but she has a talent according to college, and the makeup course is all about theatre and film makeup amongst other and the tutor wants her to do some of the level 3 in that.
But unfortunately the tutors in the nvq2 hairdressing leave a lot to be desired she has spent 2 yrs along with her peers being !!!!!ed at moaned at, a very negative culture there. So she took it on herself to learn the extra stuff, mainly practising on mum!
She does not want to be a hairdresser in a salon she wants to get involved in the arts so to speak.
I just found it daft that yet again the stealth tax is on teens/families that are working for a living and trying to get on, she has been surrounded by teens getting rewarded for just turning up (benefits) and not having to pay for equipment and uniforms, which the college changes each year "well you dont have to pay for it" is the tutors reply, when actually we did! A long story but my daughter did not finish her last year at school due to ill health, so has no GCSE's to speak of, and now she is well and trying to catch up they hit us with a 1k term fee.
OK rant over just another way sometimes you think what is the point in trying to better yourself by working hard and not living off the state! :mad:0 -
The idea is that there is a limited amount of funding for FE Colleges and it is better overall to get more people up to a Level 2 standard of education (it is shocking how many dont have this) than fewer people at a higher level.
I see it to in the College I work in and it can be frustrating.
It may be worth finding out if there are any apprenticeships available locally in that area as the training would then be funded if she is under 19 when she starts. She wouldnt have to pay anyway but neither would the employer if she is under 19.0
