You are absolutely correct. I arrange raffles for my daughters school, so know that you cannot offer reduced / free tickets.
All tickets have to be priced the same to allow it to be fair.

However, for this I wouldn't have a clue..... you could say the same for ITV competitions..... free online, or 3 for 2 on the phone...... not sure what the law on that is
