I tried to register to see whether it would come up then but still couldn't find it, and when I click on 'Rules' it just goes to the homepage for me

Very strange, it's definitely gone, sorry. I found the cached terms as I wondered if the end date was supposed to be 11th July but they definitely said November. I've changed the end date and clicked expired.
