Flat rate expenses - help!

Hi there
I have claimed for flat rate expenses from HMRC for the last 3 years and they have sent me a cheque which just covers the tax relief on the expenses amount - is this right? Is is 20% of the FRE we get or the full amount?
Just wanted to know before charging in and shouting at some poor soul on the phone!

I'm afraid you cannot expect other taxpayers to pay your expenses. You are however entitled to receive tax relief on them at the appropriate rate, so 20% sounds correct.0
